The Assistant City Manager stated the Parks and Recreation Advisory Board's purpose and focus regarding how Parks worked with subdivision development, not development in general, changed from the time the bylaws were originally drafted. The language, within their constitution, was updated to address how Parks are dedicated with penny development and how that works within their general powers. Additionally, earlier language within the constitution gave the board authority over all budgetary operational matters. That section was amended to eliminate such authority but to include input on the capital budget. In addition, language was included to allow for input on the fee structure as the board has always done.

Mayor McDonald requested public comments. There being no one who wished to be heard, Mayor McDonald closed the public comment period.

A motion was made to approve the Parks and Recreation Advisory Board's Constitution and Bylaws as amended; with the further discretion of the Assistant City Manager to amend for spelling, capitalization, punctuation and consistency as he might deem necessary.
