The Assistant City Manager stated the Lakes Advisory Board (LAB) focused on the agenda format of their bylaws and did not review their constitution. He noted that LAB’s constitution is slightly different in terms of filling vacancies as it has a clause that allows City Council to appoint someone that has previously served on the advisory board, provided they have served two full terms; thus, termed out, and have been off the board for 3 months. The purpose of this was to provide extra flexibility in filling a position, when there wasn’t a qualified candidate available. The City Manager noted there was a referendum in 2012, putting the length of terms for positions appointed by Council in the City Charter, limiting them to two consecutive terms in office for three years. A discussion ensued.

Mayor McDonald requested public comments. There being no one who wished to be heard, Mayor McDonald closed the public comment period.

A motion was made to approve the Lakes Advisory Board's Bylaws as amended; with the further discretion of the Assistant City Manager to amend for spelling, capitalization, punctuation and consistency as he might deem necessary; and, to further amend the Lakes Advisory Board Constitution consistent with the other board constitutions that Council approved tonight.
