The City Clerk read, by title, a resolution of the City Council of the City of Maitland, Florida, establishing an Equivalent Residential Unit Rate to be charged for the Environmental Stormwater Utility Fees and providing for an effective date.

The City Manager stated the resolution being presented sets the Equivalent Residential Unit (ERU) rate for the FY 2018 Stormwater Utility Fund. She stated a Miscellaneous Funds workshop was held August 7, 2017 in which the budget draft was prepared with an ERU of $10.91. She stated, at that meeting, it seemed as if Council preferred to not have a price increase; therefore, tonight she is prepared to provide a calculation of the projected stormwater fee revenue, in five years, at various ERU rates, as directed by Council. She stated, without a rate change (current rate of $10.39), Council will still be able to fund the Capital Improvement Program (CIP) as submitted and, if desired, a staff position. Additionally, she reviewed the stormwater fund balance, the status of Stormwater Fund Projects and clarified why stormwater projects take longer than resurfacing projects. She reminded Council that, while they are looking at a five year projection for funding, Council sets the ERU rate annually.

Mayor McDonald requested public comments. There being no one who wished to be heard, Mayor McDonald closed the public comment period.

After discussion, a motion was made for adoption of Resolution #11-2017, establishing a rate of $9.60 per equivalent residential unit per month for environmental stormwater utility fees and providing for an effective date of October 1, 2017.
