The City Manager stated City Council is setting the tentative millage rate tonight which will be advertised on Thursday, September 21, 2017. After setting the tentative millage rate, Council may adopt that rate, or any lower rate, at the final public hearing during the September 25, 2017 Council meeting. She provided an overview as to where we currently are with the budget draft since Council's review of the draft at their July 19, 2017 General Fund budget workshop. She noted various budget adjustments to include moving some Capital Improvement Projects from Fiscal Year 18 to Fiscal Year 19, completing some projects earlier (Fiscal Year 17), the replacement and reuse of vehicles, the delayed hiring of a position, the reclassification of another position, adjustments to the vehicle replacement funding, a slight savings in health insurance, moving the painting of City Hall to Fiscal Year 19, and a savings/reduction in the Human Resources, Building Department and requested library budgets. She stated it would take $461,000 to close the gap and balance the budget noting such would have an impact on projects and service levels. She further stated if Council would like to set a millage rate that funded the projects listed and not impact fund balance, the millage rate would need to be set at 4.3453. She answered questions posed by Council.

Mayor McDonald opened the Public Hearing.

Mr. Dave Stanley, 903 Versailles Circle, Maitland Public Library Board of Trustees Chairman, stated the staff at the Maitland Public Library has been assessing the technological needs of the library in order for the library to comply with the Florida Sunshine State Law concerning communications and documents being public records.

Ms. Stacie Larson, Maitland Public Library Director, advocated for the library's funding request and answered questions posed by the Council.

There being no one else who wished to be heard, Mayor McDonald closed the Public Hearing.

After discussion, a motion was made by Councilwoman Goff-Marcil to adopt the tentative operating millage rate for the 2017 tax year as 5.0000, which is 26.31% above the rolled-back rate of 3.9707. Motion failed for lack of a second.

After further discussion, a motion was made to adopt the tentative operation millage rate for the 2017 tax year as 4.3453 which is 9.77% above the rolled-back rate of 3.9584.
